libstdc++: Remove Paolo from list of people to contact about contributing

Paolo has not been active for some time.

libstdc++-v3/ChangeLog:

	* doc/xml/manual/appendix_contributing.xml: Remove Paolo from
	list of maintainers to contact about contributing.
	* doc/html/manual/appendix_contributing.html: Regenerate.
