Fix building of gcc in cross-tools for powerpc multilib.

This is a partial fix of ticket #933.

For powerpc cross gcc, the STANDARD_STARTFILE_PREFIX changes must be made to
sysv4.h:

echo -en '\n#undef STANDARD_STARTFILE_PREFIX_1\n#define STANDARD_STARTFILE_PREFIX_1 "/tools/lib/"\n' >> gcc/config/rs6000/sysv4.h
