Yves Martin 471d4f1376 framework: fix pkgconfig rpath and rpath-link (#3595) 
Following DESTDIR make install addition, most path are as expected.
Add rpath-link for compilation against dependant package binaries.

* Fix compilations for install prefix and DESTDIR
* CMake specific support
