Improved new task form:
Added option to have a drop down list for the user field including the option to only show users from a certain user group. Closes #32.

Moved function '_newTaskForm' from tasks.php to helper.php.
Created syntax tag '{{task>form>namespace}}' to only show the new task form without a task list. Closes #31.
