Sometimes a commit message will mention the the report that was fixed multiple times. This shows up as multiple "separate" reports in the bug fixes per release script, which can then have some knock on effects like: - Wasting time making API requests for information about the exact same report. - Having some information repeated in specific situations. This commit fixes this issue by removing the duplicate reports. This will have no functional change on the output of the bug fixes per release script, but will fix a bug with the data reported in triager-bot/needs-triager-action\#2.
