vcl: Drop logic to create drag source by implementation name
, this function always returns nullptr. Drop it and
the `prefix="vcl"` from vcl/vcl.common.component
now that all services defined in there have a
constructor defined, see also tdf#74608 comment 39.

Tools and Makefile Fragments Necessary for Compilation
This module contains many tools and makefile configuration pieces, critical for building LibreOffice:
